In a sense you are right, 1st story is composed of two levels, base floor+partial floor at an elevated level. This type of construction is very common in the area and is one of the fatal problems. It is hard to accept the light addition at the roof as an another floor though. It is just an dead weight for the system. Thank for your comment.
